At 100% Toughness itll fully absorb an attack, at 75% Toughness youll take 25% of the damage to Health and the rest to Toughness, etc.. By malice, you should be able to comfortably fight a horde with a few elites mixed-in with your melee weapon and not take more damage than your coherency regen. If they want to make ranged weapons bad in melee combat then just reduce the effective dodges to 1 and remove the split-second grace period where enemy AI "loses track" of you after dodging.

Fun trick is to use the Rumbler/grenade and/or dots to proc Skullcrusher at range by switching back to your melee right before the explosion as there is a delay (as long as it staggers). You can keep up ranged skullcrusher debuff stacks this way. Other debuffs/buffs have different conditions, skullcrusher needs the stagger.

I'm of the opinion that melee needs more balance changes than ranged, as ranged being so inherently strong means most weapons are good. Melee is a complete joke, with over half the weapons varying between bad to downright throwing. Generic weapons: Outside of axes, mostly due to brutal momentum being broken, the rest are trash.

They've been sitting in the dumpster for essentially the games entire lifespan, having comparatively quite poor dps and ammo efficiency.
