Many if not most apps push the Quest to the limit just running the games so there would not be enough CPU/GPU overhead left to decode and display YouTube videos. It is certainly possible if an apps developer wants to include it as a feature as they can change their app to make sure the needed resources are there to allow this form of multi-tasking.
