I'm using the same resolution and it only has a 60Hz refresh rate. (on my monitor) 1440x900 has a 75Hz and 60Hz It depends on your monitor and the resolution I was able to change it earlier with the same resolution.

08/06/2015 I set my refresh rate in game to 119hz. with vsync on I get 100-119fps consistently. However at times it locks down to 30fps makes no sense. Sometimes its in Cinematics, but other times just driving around on a mission its locked at 30fps. then at other times driving around its running how it should at 119fps ( since my vsync is on )
Basically since your monitor is probably at an actual rate of 59.90 ish. You would have to create custom profile in window and put it at 60.01 hz (Basically overclock it) Youll than get 60 Hz in game.

22/04/2015 You can: turn Vsync ON > Limit FPS to 2 frames lower than refresh rate ( if 60 > 58) and this will get rid of some of the input lag of vsync, but not all> Tearing gone but now stutter. Yeah tearing is still there when I limit the frame rate but the big issue is when Vsync is on then I cant achieve the settings I can with it off and with it off I have better frame rate.

If your monitor's refresh rate is 144hz, you can set the v-sync to 144hz or half at 72hz. I don't know about others but 60hz is actually not an option in GTA V when my monitor is running at 144hz. But most people I know play without v-sync anyway.

I have over 800 hours in GTAV, I beat story mode a dozen times across multiple platforms, I have past level 120 on Xbox one and Steam, but over the last few months, I believe Gta online is not enjoyable anymore.
I installed GTA V last night on my PC, but when I launched it I noticed it defaulted to a really low resolution (600x800 if I recall), so I went in and edited the resolution and graphics settings. But for whatever reason, when I go to change the refresh rate from 24hz to 60hz, the game gives me a message that its going to revert the changes back.
